HMRC is building a modern, digital tax administration and runs the biggest digital operation in Government, providing digital services for 45 million individuals and 4.9 million business customers.

In order to achieve this, we are building a team of outstanding people who will create these new and improved technology services. Job description This is an exciting opportunity to join HMRC’s Enterprise Architecture team where you will be working across one of the biggest IT estates in Europe, supporting large scale transformations that have a profound impact both on customers and HMRC staff. Our team is responsible for setting the application architecture strategy, roadmaps and reference architectures as well as helping to govern against these directions.

This is a unique opportunity for an experienced Architect to work within the team responsible for the strategy and architecture of the HMRC Tax, Benefit & Payment Platform. The platform is comprised of the main systems of record which administer tax & benefit regimes and processes such as payments in (receipts), payments out and tax accounting.

This position will play a key role in creating and evolving application strategies and roadmaps that will drive the transformation of HMRC’s hugely complex IT estate.

Day to day, you will be responsible for defining our application strategy and roadmaps, aligning them with business strategies and requirements and obtaining senior stakeholder consensus. You will support and contribute to solution designs both as a specialist and from a strategic point of view.

As part of our team you will engage at a strategic level, influencing policy, and setting direction for technical and business change. You will play a key role in ensuring that HMRC develops and maintains a strong IT Architecture capability.

Responsibilities Essential Criteria

•A broad IT and Enterprise Architecture (EA) background, with experience in architecting enterprise scale applications or architecture roles where you will have gained experience of large-scale application deployments

•Development and ownership of EA strategies and roadmaps from a business and technology perspective, including ‘as-is’, ‘to-be’ and transitional states

•Develop, document and establish architectural principles, policies, standards and reference architectures, and experience in assuring technology decisions are aligned to EA strategy

•Knowledge of the wider digital economy and the ability to carry out horizon scanning across industry, identifying advances in technology, emerging trends and their potential impact on the organisation

•Simplify complex and technical information by using appropriate and accessible language for non-technical audiences

•Capable of guiding the decision-making process, explaining trade-offs and making a recommendation based on all the available information

•Being able to see the big picture. The ability to look beyond the immediate problem and identify the wider implications across the enterprise

•An overall perspective on business issues, events and activities, and an understanding of their wider implications and long-term impact. Including an ability to understand how all parts of the business model work together including processes, operating models, and application architecture

Technical Skills

We'll assess you against these technical skills during the selection process. Demonstrable knowledge and experience in one or more of the following is essential:

•One or more cloud environments and providers such as Azure, AWS, etc, and the merits of differing cloud hosting options (IaaS, PaaS, SaaS)

•Cloud Native Ecosystems: Distributed Microservices Architecture, Relational and Non-relational Databases, Event-Driven model, Containerization (Docker, Kubernetes) etc.

•Application development and integration patterns, principles and open-source/Open-standards

•Different technology stacks e.g. APIs, API Gateways, Service Mesh, Java/.Net/Scala etc

•Restful services, XML, JSON, Java etc

•Service-Orientated Architecture (SOA) design patterns

•Large-scale complex IT legacy transformation to emerging technologies using Cloud native and low/no-code methodologies

Desirable Criteria

•Experience of applications or systems for accounting, payments, handling customer data etc.

•Applying IT architecture skills and techniques in a financial, high transactional volume or highly regulated industry context

•Architecting large-scale SAP applications

•Either have or work to achieve professional IT qualifications such as TOGAF or CITP
