About the Team

 

Within Borders & Trade Group, Customs and Border Design (C&BD) Directorate supervises UK Customs policy, systems, procedures and legislation; compilation and dissemination of the UK’s trade statistics; and international relations. It’s an exciting time to join the Directorate - following the UK’s exit from the European Union. Ensuring we have an effective and efficient customs service is more critical than ever. C&BD staff work closely with both policy partners across government and operational delivery colleagues in HMRC and Border Force to supervise and facilitate international trade.

Higher officers within Customs play a key role in the development and/or delivery of a discrete area of policy, strategy and business plans. Customs currently has a high profile across government.

Job Description

 

This role is one of several key posts to deliver customs policy, systems, procedures and legislation following the UKs exit from the EU. You will join the Commodity Resolution and Measures Management (CRAMM) team - the engine room of operational delivery in the Tariff Management and Duty Liability Unit within C&BD. The work is exciting and varied, ideally suited for someone with a track record of high performance and the capability and drive to seek to develop in the role.

 

The role involves interaction with senior leaders, other Government Departments and responding to Customer enquiries. Our ideal person is someone who thrives in a lively, fast-paced environment with a strong team engagement, partner management and organisational skills. We are looking for candidates who can react flexibly and respond quickly to emerging priorities.

 

The Role

 

Higher Officers on the CRAMM Team will have a range of responsibilities including, but not restricted to:

 

• Supporting the design and development of appropriate implementation products to ensure success of change within the business.

• Working collaboratively with key partners to ensure any new changes are fully prioritised and impacts are understood, and to resolve issues, raising where appropriate.

• Understanding and communicating business requirements to technical individuals.

• To drive and embed quality assurance processes and risk assurance within the daily operations of the team.

• Working together with colleagues to improve practices, employing forward thinking to challenge historical procedures and thought processes.

• Working together as a team providing support for each other and deputising for their Manager.

• Being alert to any issues with business-as-usual processes and working with others to problem solve and identify tactical and strategic solutions.

• Providing clear and appropriate communications to key internal and external stakeholders.

• Supporting the Senior Officer with running Cross-Whitehall Groups.

• Supporting the Senior Officer with the running of a Cross-Whitehall application process for new tariff implementation requirements, requesting, capturing and presenting data/information to Technical Senior Officers within the team.

• Working with other team members to run two busy mailboxes, handling enquiries from across HMRC, Other Government Departments and Customers – including maintaining a request log to provide an end-to-end audit trail and, to collate and provide Management Information.

• Providing support to Senior Management as required.

• Potential future line management responsibility.

 

The successful candidate will be expected to remain in post for a minimum of 2 years, excluding promotion opportunities

The successful candidate must have strong engagement, stakeholder management and organisational skills, and the ability to react flexibly and respond quickly to emerging priorities.

 

The work is interesting and varied, ideally suited for someone with a track record of high performance and the capability and drive to develop in the role.

 

Essential Criteria

 

• Excellent decision-making skills, with the ability to work on your own initiative.

• Ability to prioritise and reprioritise work, using good judgement to understand the risks of the re prioritisation, and the ability to multi-task, ensuring delivery within a sophisticated and fast paced landscape.

• A self-starter with strong organisational skills, the ability to always remain professional, and able to deliver to tight deadlines.

• Excellent written and oral communication skills, with analytical aptitude and attention to detail.

 

Desirable Criteria

 

• It is desirable that applicants have some experience of customs delivery in an EU Exit and Northern Ireland Protocol environment, ideally including knowledge of Customs Tariff.

• Having the ability to develop and interpret comprehensive policy proposals across a range of sophisticated and inter-related international trade areas, working strategically and collaboratively with a broad range of internal and external partners.

• Having experience of drafting for a wide range of stakeholders including Ministers and/or Senior Civil Servants would be advantageous.
