You will have responsibility for creating and managing the Estates portfolio (900,000m2), that delivers a great place to work for our people with maximum efficiency, sustainability and flexibility for HMRC.   Job description You and your team will be involved in design, planning, acquisition and implementation of the HMRC Regional Centres and future estate including UK Transition and Valuation Office Agency (VOA). You will also be pivotal in setting and delivering our estate strategy for procuring new and vacating legacy accommodation.

Applying professional skills and experience, you will manage more complex property activities on the legacy estate including lease events, dilapidations and rates appeals. 

You will be responsible for ensuring that HMRC is using our estate in the most efficient way, including response to COVID-19, changes to locations strategy and accommodating other government departments.

The Property and Assets function brings together Property Experts, Strategic Asset Management Experts and Property Database management. You will bring these expert areas together as a cohesive, excellent team and support wider the wider Estates function.

Responsibilities Key Responsibilities Include:

• Accountability for ensuring that property is acquired and disposed of in accordance with HMRC’s needs and at best value, considering future needs. 
• As the SRO for the Estates Data platform, Merlin, you will ensure that property data is managed consistently, creating, upkeeping and promoting a single version of the truth across the directorate and beyond, ensuring it is understood and used effectively across the directorate.  
• Lead on the integration of lease renewal/ break clauses with business needs for space and its suitability, managing complex stakeholder needs and understanding the big picture.
• Ensure that HMRC is using its estate in the most efficient way, including accommodating OGDs for cross-Government savings.
• Manage and oversee a delegated budget of c.£2m
• Leading, developing, inspiring and engaging a team of approximately 20 colleagues to achieve stretching goals and ensure Estates remains a great place to work.
• Actively participating in corporate initiatives as a member of Estates SLT.

Essential Criteria

• An experienced people leader with strong management experience, who prioritises building a supportive and inclusive environment and effectively develops, inspires and engages their team.
• Practical expertise in office property management and market experience dealing with complex change and legislation including acquisition (leasehold & freehold site) and lease renewal, surrender & arbitrage.
• MRICS membership (or equivalent) and/or a degree or equivalent in real estate, strategic planning and analysis or a related technical field (e.g. surveying). If you have the demonstrable experience to be accredited within 12 months, HMRC can support you in obtaining this.
• Demonstrated capability in negotiation of complex property transactions and effective relationship management across a large and varied estate.

• Understanding of Strategic Asset Management and/or Property Data Management.
