We are the HR team for the UK’s tax and customs authority, a strategic partner and service provider to HMRC's business. Responsibilities This role will give you a fantastic opportunity to:

• Oversee and lead, design, analyse, cost, and implement departmental annual pay awards in accordance with civil service pay guidance, including drafting submissions to Executive Committees and central government departments.

• Build and drive positive engagement with departmental trade union representations, including consulting and negotiating on all aspects of pay and reward policies.

• Lead and undertake business deployment pay reviews and projects to support HMRC’s recent transformation of pay, terms and conditions and new ways of working.

• Guide your team to provide expert HR policy advice and complex technical queries on the full breadth of HR Pay, Pension and Reward policies including completion of statutory financial and equality reports to internal customers and stakeholders.

• Support and provide strategic policy advice to senior leaders, considering implications and impact across directorates, business, and civil service.

• Deliver by outcomes with initiative and innovation to create and improve pay and reward policies to support the business to meet operational and customer requirements.

• Actively lead and represent the department at corporate cross-government policy events helping to shape, influence and draw insight for public sector pay and reward policies.

• Proactively build trusting relationships and work with our business stakeholders, HR community and departmental trade unions to ensure policies are implemented appropriately, supporting our people to help ensure their experience of HMRC is positive, engaged and a great place to work.

Person Specification

As a HR Policy, Pay and Reward Team Leader, you will play a key role in improving the employee experience in HMRC. We are looking for someone with strengths in the following areas:

• Strategic and operational experience of leading public sector and/or civil service pay, reward and employment policies.

• Leadership evidence of understanding and managing issues in the wider business and diverse business stakeholders to reach the most suitable pragmatic, innovative outcome.

• Systematic experience and evidence of understanding analytical technical pay, reward and equality detail.

• Experience of influencing, consulting, and negotiating at an operational and strategic level with key stakeholders at all levels, including Trades Unions

• Effective leadership evidence of inspiring, guiding, and upskilling team members to develop and maximise their analytical skills, HR knowledge and professionalism.

• Good IT skills including Word, PowerPoint, O365 with proven ability to create packs and presentations that are both informative, engaging and creative

• To be inclusive of all and aware of people's needs to have access to our policies, products and tools.

• CIPD qualified or have or a willingness to undertake CIPD training.


Essential Criteria

You are expected to demonstrate experience of the following skills within your application:

• Prior experience of working on HR Policy and reward projects at an organisation wide level and/or working on projects with strategic impacts.

• Confident with using the Microsoft Office 365 suite of products including Word, Excel, PowerPoint and SharePoint. Data analysis will represent approximately 40% of the role.

• Excellent communications skills and lateral thinking, with the ability to conceptualise, visualise and document user and business needs.
