About Fraud Investigation Service

The Fraud Investigation Service (FIS) is responsible for dealing with cases of serious fraud and bespoke tax avoidance by way of civil and criminal investigations. These cases are the most challenging complex cross tax interventions that HMRC undertakes. FIS consists of approx. 4,500 professionals including a range of specialist skills such as forensic accountancy, cybercrime investigation and insolvency.

FIS provides HMRC with an effective investigation arm to enforce the Department’s compliance policies. This enables the Department to deliver against our strategic responsibilities across all the taxes and duties HMRC administers. Our work includes tackling complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other attacks on the tax system.

FIS deploy the full range of powers and approaches to protect funding for UK public services, from surveillance and undercover operations to communications interception and cyber ops; investigating the most harmful tax cheats and ensuring nobody is beyond our reach. This plays an important part in building trust in the compliant majority and reinforces the Department`s fair and even-handed approach. FIS are transforming how we work to make us more effective and efficient in light of the many and pressing challenges that modern-day tax fraud presents. A significant part of our transformation is being delivered via the introduction of Investigation Hubs which are changing our operating model and approach to fraud investigation by centralising access to core, specialist and new services.

We are looking for a team leader for a core services team. Core services teams provide essential business and investigative support services to our criminal and civil investigators.

Responsibilities As an Investigation Hub Team Leader, you will play a key role in the way we operate across FIS. Within your role you will:

• Lead on effective customer engagement and prioritisation to ensure high quality, timely, delivery of core services to support FIS investigations.

• Lead and have management responsibility for your team, ensuring you work collaboratively to build skills, capabilities, share best practice and deliver business objectives.

• Adhere to all HMRC HR policies in relation to staff management and Performance Development Conversations, with a clear focus on developing your team and embedding HMRC culture, values and Our Commitments

• Implement quality assurance to ensure that taskings undertaken, are of the highest standard.

• Champion the team's work, constantly seeking opportunities to support compliance teams, with the objective of saving time for our caseworkers.

• Coach and guide team members to support them in delivering their objectives, focussing on personal development and ensuring compliance with our legal responsibilities and professional standards. Drive continuous improvement within the team.

• Be involved in Business Continuity Planning, risk assessments, Health & Safety matters, management assurance, liaison with OGDs and other external bodies. Oversight on security issues and procedures.

• Manage the official vehicle fleet, other assets, equipment and property storage for your location.

The successful candidate should be able to motivate teams and communicate with clarity. The ability to lead people through change will also be key. The post-holder will further need to develop excellent stakeholder relationships with operational colleagues to support planning and delivery.


Essential Criteria

For the Investigation Hub Team Leader role, you will need to demonstrate:

• Ability to provide inclusive leadership and excellent people management.

• Strong interpersonal and people skills.


• Good working knowledge of Office 365 platforms including Word and Excel.

• Strong written and oral communication skills, paying attention to detail.

• Clear organisational skills, including an ability to be self-starting; work effectively and remain professional and working to deadlines ensuring delivery to customers.

Important, this role requires a security clearance. Post holders must have or be willing to obtain SC clearance.

Desirable Criteria

• A full UK driving licence and a willingness to drive official vehicles.
