Alliance Senior Cost Performance Manager

About the Role
The Alliance Project Controls function is responsible for establishing and managing a world-class project controls regime, providing assured project controls information and analysis to enable the Alliance MD and team to make quick and effective 'Best for Programme' decisions. It assures project controls information provided by the Alliance Parties and MOD, and drives continuous improvement in project controls across all the organisations.
The function sets the Alliance Performance Measurement Baseline (APMB) against which the Alliance holds the parties to account. The team then uses the data to provide insight on the critical drivers underpinning the success of the Programme.


The Senior Cost Performance Manager will support the Project Controls Director in building and enabling an enduring cost performance management capability in line with best practice APM methodologies, including development of a team of Suitably Qualified Experienced Personnel (SQEP). The team will be responsible for the activities that underpin the provision of cost intelligence, data and analysis.


The individual will manage the project controls Cost Performance team, in provision of an agreed cost intelligence service which enables scrutiny, challenge and an understanding of the Alliance Party submissions.
This role will also be responsible for ensuring a seamless handshake of data between the Project Controls Cost and Finance functions.

  • Supporting the Finance Director in developing a cost conscious culture throughout the Alliance
  • Building effective relationships with opposite numbers in BAE, RR & MOD to develop collaborative working across the Parties
  • Providing cost performance support to the Programme Director, Project Controls Director and their respective teams


Responsibilities

  • Leadership
  • Providing day-to-day management of the project controls cost
  • Developing relationships across multiple organisations to drive joint understanding and clear communications with respect to performance data
  • Building effective relationships with opposite numbers in BAE, RR & MOD to develop collaborative working across the Parties
  • Developing the project controls cost performance team and support capability development with relevant training
  • Performance Measurement Baseline Artefacts
  • Working collaboratively with cost estimating/should-cost teams to feedback cost performance trends into BoE/norms database

Assurance

  • Assuring relevant cost reporting data received from industry and driving continuous improvement on data quality and integrity.

Strategy & Processes

  • Embedding the Alliance Project Controls Strategy, once developed, to drive improved cost performance
  • From RACI - Developing cost performance processes and procedures to enable fully integrated and consistent approach
  • Integration
  • Developing an Alliance view of the performance data trends against the BoE
  • Supporting Cost Risk Analysis (CRA) as part of the Quantitative Risk Assessment for the Alliance to support decision making across the Alliance governance structure.
  • From RACI -cost and schedule data alignment

Analysis

  • Monitoring the cost impact of updates to the Contract Management Baseline (CMB) and contingency held by the Alliance in the Contract Budget Baseline.
  • Reviewing cost performance reports (CPR's) for all Alliance Parties and integration of these to create an overall Dreadnought programme view
  • Reviewing indicative EAC values based on trends/ performance to date against forecast EAC's to verify whether they are realistic outturn forecasts (e.g. IEAC's)
  • Reviewing future projections of average productivity requirement from Alliance Parties to calibrate forecast EAC's (e.g. TCPI metrics)
  • Comparing Basis of Estimates (BoE) underpinning the EAC values to the performance data trends and understanding differences

Tools

  • From RACI - Compiling cost performance data using the Cobra system to enable effective cost analysis

Data

  • Supporting the Project Controls Director in establishing a common set of standards, processes and systems for cost data to ensure consistency across all Parties
  • Liaising with the Parties to ensure delivery of timely cost performance data on a monthly basis to the Alliance-set specification
