Our client is seeking a Commercial Manager to lead their commercial team based out of Havant on a new reservoir project.

They are embarking on a £123m project to build a reservoir at Havant Thicket. This environmentally led project will safeguard future water supplies and provide a place of natural beauty for the community to enjoy. The reservoir will provide wetland habitats, paths for walking, cycling, running and horse-riding, and a visitors' centre providing a café and educational resources for schools. The project will be mainly delivered through a main reservoir contract and two pipeline contracts, with some additional related contracts.

The commercial team will support NEC project managers in delivering successful commercial outcomes on the project, working at all times in line with our clients' values of Excellence, Integrity and Respect.

Responsibilities

  • Commercial lead for the NEC Target Price main works contracts, chairing commercial working groups with contractors
  • Contract management for legal advisers and other consultancy support as required
  • Carrying out commercial assurance activities to ensure that works are completed in compliance with contractual obligations
  • Chair commercial meetings with contractors, leading the commercial team to proactively manage risk and seek solutions to commercial issues
  • Coordinate the commercial team to ensure programme issues are identified and actioned
  • Lead project controls; cost, programme, change and risk analysis and management
  • Manage the preparation of monthly reports to satisfy a range of governance meetings with OFWAT, Portsmouth Water, Southern Water and other parties, and to support effective decision making.
  • Scrutiny of contractor financial proposals, including applications for payment, forecasts, compensation events and early warning notices.
  • Project management of regulatory issues (cost adjustment strategy and any regulatory submissions)
  • Project management of annual budget / resource planning
  • Project management of Economic and Financial Standing Tests (EFS tests)

Skills

  • Strong communication and team leadership skills
  • Extensive understanding of the construction industry, flexibility and a talent for negotiation
  • Good analytical skills with the ability to review and write commercial strategies, business cases, decision support papers and progress reports
  • Strong appreciation of commercial management methodology, with experience of managing budgets for large construction projects
  • Good knowledge of the roles and activities of commercial teams encompassing, quantity surveyors, programme planners, monte carlo risk analysis and cost control
  • Awareness of disputes resolution procedures including options and methodology
  • Application of legislation and ability to liaise with legal experts
  • Management of commercial risk and opportunity
  • Excel/Powerpoint/Word/Teams
  • Contract Management Software e.g. CEMAR (desirable)
  • Experience of using Contract Management and ERP software would be an advantage

Qualifications and Experience

  • Bachelors degree in Quantity Surveying or a related field of study
  • More than 10 years of experience of managing and developing commercial teams in the construction industry
  • NEC contract management experience is essential, ideally with Option C target cost experience
  • Chartered Member of RICS, CICES or CIOB
  • Full driving licence (all applicants will be required to undertake a driver assessment)
  • Ideally, the successful candidate will have a recognised supervisory qualification or be able to give a commitment to obtain such a qualification
