Job description As Learning Strategy Lead, you will play a key role in building capability across the whole organisation. You will lead projects intended to equip HMRC with the current and future skills needed to underpin ongoing success and to build, execute and sustain a culture of continuous learning. You will facilitate the development of HMRC wide Learning and Capability Strategy which sets out our approach, articulates clear outcomes and describes how we will measure success.

You will also help us to identify the methodologies, tools, approaches and the Learning environment necessary to deliver our ambitions and to create a great colleague experience. This is a leadership role with a real focus on driving transformational change.

You will be proactive about engaging stakeholders and colleagues in change and in maintaining pace and energy around delivery of plans. The role will allow you the rare opportunity to craft and develop your own role as well as the chance to shape and influence what comes next in our journey to transform Learning.

Responsibilities This role will give you a fantastic opportunity to:

• Lead, coach and develop a team of Learning professionals, directly and through a matrix and contribute to the wider leadership of the Learning Transformation Programme, deputising for the Deputy Director as required.

• Operate at a strategic level as a trusted advisor, articulating business needs and helping to shape capability building to achieve business outcomes.

• Facilitate the development of a robust, insight led and contextually relevant HMRC-wide Learning and Capability Strategy and supporting plans, translating this so that it is understood and embraced by colleagues and stakeholders.

• Design and implement a HMRC-wide approach to Learning Needs Analysis, Skills Assessment and Learning Content (including content curation).

• Work collaboratively to identify the requirements for Learning models and which improve performance, build skills, and provide a great colleague experience (beyond formal learning, including other upskilling, behavioural and team learning interventions).

• Advise on a new operating model and blueprint for Learning, helping to articulate the skills, capabilities and ways of working of Learning teams today and the future.

• Stay abreast of the latest thinking, trends, products and opportunities in Learning and transformation, proactively seeking out new ways to build capability.

• Shape, share and engage in the HMRC Learning Transformation story internally and externally and work collaboratively with colleagues internally and across government, forging positive relationships and maximising opportunities to take a joined-
up approach to delivering shared outcomes.

Essential Criteria

You are required to demonstrate experience of the following within your application:

• Experienced Learning professional with a breadth and depth of expertise and a passion for Learning trends, technologies and innovations and how these can enable organisational and individual performance.

• An inclusive and empowering leadership style.

• Evidence of developing and implementing Learning Strategy in a large and/or complex organisation.

• Experience of designing and implementing innovative Learning plans or interventions (at scale) which produce measurable business benefits and outcomes and provide a great colleague experience.

• Strong partnering and consultancy skills with the ability to grasp diverse customer needs and find collaborative, best fit solutions.

• Outstanding communication skills and the ability to influence and negotiate effectively, persuasively, and sensitively.

• Resilient, with the ability to quickly adapt and respond to changing circumstances or priorities and operate in an environment of change and ambiguity.

• A growth mind-set, a curiosity to learn and grow yourself, learn from mistakes and open to new ideas and challenge.

• Occasional travel to other offices anticipated (average 2-3 times a month)

Desirable Criteria

• CIPD qualified or other relevant professional qualification

• Experience of working in a project or programme management environment

• Experience of enhancing learning in the flow of work and/or learning content strategy.
