Qualifications
HNC / Degree in relevant Engineering discipline
Membership of a professional body

Knowledge / Experience

  • Have a broad based understanding of the communication systems, electrical standards, civil, processes on water utility sites. Although not a sole responsibility of the role an awareness of Cyber / Infosec Risk would be advantageous
  • An understanding of the Utility Industry (water and waste water) filtration and chemical treatment, supply and storage.
  • Design / Installation of security equipment including:
    • Intruder Detection Systems (IDS)
    • Security Cameras including analytics
    • Access control systems
    • Security Management Systems (SMS) both at site level and enterprise
    • Reservoir hatch alarm systems
    • Physical security measures
  • Familiarity with DEFRA and Water UK guidance notes.
  • Familiarity with PD6662 / Unique Reference Numbers (URN) etc.
  • Familiar with the latest developments in the security market.
  • Knowledge of the relevant British Standards.


Responsibilities

  • Interpret the Government Security Guidance notes on behalf of the Business in order the Business and the Business Security Partners meet the relevant Regulatory requirements.
  • Monitoring design activities of our engineering partners.
  • Providing advice and guidance on Security Enhancements at all levels within the company.
  • Security input into EWIs and other project specifications.
  • Handle and keep secure confidential documentation and information imparting only specific and agreed levels of information.
  • Will be required to produce:
    • Business Asset risk assessments,
    • Reports which prioritise and judge levels of Risk and Vulnerability,
    • General Operational Requirements,
    • DEFRA and DWI report writing.
  • Design activities to include the following:
    • The principles of Deter, Detect, Delay, Mitigate and Respond.
    • Multi system integration and co-ordination.
    • Auditing process systems and existing levels of security and highlighting Risk and judging any short falls.
    • Risk to Budget Analysis
    • Access denial using physical security rated components
    • Electronic Detection and verification of unauthorised access, all means of verification are used within UU depending on the site - Audio, visual, Sequential and physical reporting and witness
    • Audio challenge
    • The provision of systems or means for the Control and recording of access
    • Guarding regimes using patrol or temporary electronic alarm monitoring, generation, verification and response systems with co-ordination between third party Alarm Response Centre and the UU Alarm Monitoring Centre
    • Business operated systems and requirements for the Alarm Monitoring Centre
    • Business Security Plans
    • Business response
    • URN application and maintenance
    • Ensuring the systems installed are maintainable and any documentation provided will allow maintenance of the security systems
    • That training is provided for the end user and maintenance teams
    • Working closely with Framework contractors to ensure that the systems being devised will meet the security requirements, are not lacking or leave areas of vulnerability, and meet all the relevant standards both technically and H&S.
