About the Customs and Border Design Directorate:

This is a high-profile Directorate within HMRC, and you will have a critical part to play in ensuring the success of our future policy development and delivery. In addition to leading a selected policy area, you will be exposed to ministerial engagement, briefing senior leaders across Government, developing strategy, analysis, and more - making each role stretching, engaging, and exciting. Job description We have at least one role in our Customs Declarations Policy Teams, helping to craft our future policy now we have left the EU and supporting those businesses that engage with customs processes. This could include everything from how we detect risks at the border through to working with parcel carriers on their approach to customs declarations.

You will be leading policy development while working to meet Ministerial steers and international obligations. This role provides a great opportunity to get involved in crucial policymaking in an evolving area during a busy and exciting time.

The civil service policy profession is central to the work of government, helping to solve problems and identifying and implementing new insights.

For the first year of the role, you will be leading on an area of safety and security policy. After this, you may have the opportunity to move to other parts of customs policy.

Suitable candidates will be those that thrive in a fast-paced environment and can lead from the front - exemplifying strong influencing and engagement skills, working across HMRC and HM Treasury (HMT) to bring together different colleagues and ideas. A creative problem solver, you will be adept at finding innovative solutions while keeping in mind the bigger picture.

Responsibilities You do not need experience of customs policy. What is more meaningful is the ability to learn quickly and take ownership of your policy area quickly.

We are looking for candidates with:

• A strong policy background, including experience of complex policy analysis and development.

• Demonstrable leadership skills to drive policy development forward whilst bringing others with them.

• An ability to influence others, encouraging strong working relationships with colleagues who have different objectives or priorities.

• Outstanding interpersonal and communication skills and an ability to tailor products to a range of audiences, including presenting complex messages succinctly and clearly to senior audiences.

• An ability to work in a fast-paced environment and respond to rapidly shifting timeframes.

• A problem-solver who can propose solutions to resolve meaningful questions and issues.

• Take ownership of their own personal development and who can develop, manage, support and stretch themselves and others to deliver agreed goals and objectives to pace and to a high standard.

Essential Criteria

• A proven leader with the ability to develop and drive forward solutions whilst bringing others with you.

• Experienced in quickly building strong working relationships and using this to influence others who have different objectives or priorities.

• Outstanding communication skills and ability to tailor both verbal and written products to a range of audiences, including communicating complex messages succinctly and clearly to senior audiences.

• Experience of working in policymaking or a regulated policy area.

• Ability to work under pressure in a fast-moving environment.


Desirable Criteria
