About the Team

The Borders and Trade (B&T) Group (c1,500 people) within HMRC was set up in early 2020 to lead all aspects of HMRC’s work at the border. This includes a growing focus (led by Ministers) on the strategic landscape and developing HMRC’s operating model for customs and international trade over the coming years.

The border is important to the national security, trade and revenue of the UK. This is an exciting opportunity to be at the heart of the Governments programme for change at the border within HMRC. Our work follows the end of the transition period, and the development of the Government’s dedication in the 2025 UK Border Strategy (December 2020) to build ‘the most effective border in the world’. Borders & Trade Group in HMRC has set out its internal strategy that provides a roadmap for change for this spending period and beyond, with a focus on reducing cost and complexity for compliant traders.

Our team is responsible for co-ordinating HMRC's role and responsibilities in support of delivering the UK's 2025 Border Strategy, working closely with policy partners in HMRC, HMT and central leads in Cabinet Office, BPDG, alongside key partner Whitehall departments. We are also driving the development of HMRC's own long-term Borders & Trade strategy for how we deliver longer term reform and efficiencies to customs processes, as a result of the opportunities the end of the transition period and the 2025 transformational activity presents. We also lead on a number of strategic projects, cross-cutting programmes of activity that help craft and inform our future operating environment. Job description In November 2021, Borders & Trade Group launched its first Strategy, setting out HMRC’s ambition to modernise the UK’s customs processes and systems to ensure they further facilitate trade and making it easier for businesses of all sizes to move their goods and trade internationally. This forms a key part of HMRC’s role at the border, delivering critical transformation programmes on behalf of the whole of government, including building the UK’s Single Trade Window.

The strategy is an internal HMRC document and a key element of the programmes of work it sets out will be to identify areas where customs can become better coordinated into wider HMRC functions. It will enable us to deliver our Group level vision “to be a modern, customer focused customs department, facilitating international trade by embracing innovation, simplifying processes and enabling compliance”.

This high-profile role offers candidates exposure across many different areas of HMRC alongside the need for close strategic relationships with HM Treasury and the Cabinet Office, our partner departments in Government and key external partners.

There will be considerable opportunity to improve your experience and skills through working directly to senior officials and exposure to the very heart of future border and customs design across Government.

Responsibilities • Working in partnership with key partners in policy and delivery, ensuring effective challenge to the design and development of the commitments in the Strategy.

• Acting as the strategic lead across HMRC interests in the future border strategy. This includes building and sustaining collaborative and effective working relationships across HMRC policy, delivery, spending partners, HMT, Cabinet Office (the Border & Protocol Delivery Group) and across Whitehall with key border departments, such as Border Force and Defra.

• Leading briefings and requests for Ministers and Senior Officials.

• Potential to lead on a strategic project, supporting cross-cutting programmes of activity.

• Helping shape our spending, research and analytical activity as required, working closely with funding and customer insight leads.

• Leading the development of at least one SO, but also driving up the unit and wider Group’s strategic expertise by advocating and acting as an inspiring leader.

• Deputising for the Deputy Director and Head of Strategy as required.

Essential Criteria

Those with the civil service background. The role will particularly suit someone who has worked in a strategy, policy, Private Office setting who can demonstrate their ability to work comfortably with senior officials, operate in a strategic setting, at pace when required, and in a dynamic and flexible way.

Alternatively, anyone with experience from outside the civil service, either setting organisational strategy or designing/leading organisational transformation, would be well suited to this role.

Desirable Criteria

Previous experience of working on EU transition or a border-related policy, strategy role is desirable but is not essential.
