About the Team:

The Customs and Border Design Directorate is at the heart of developing the customs system of the future.

This is a high-profile Directorate within HMRC, and you will have a critical part to play in ensuring the success of our future policy development and delivery. In addition to leading on and supporting policy development in key areas, you will be working on policy areas which sit at the centre of Ministerial and political decision-making. This leads to exposure to ministerial engagement, Cabinet committee briefing, engaging with senior leaders across Government, developing policy analysis, and more - making the role stretching, engaging, and exciting. Job description Our ideal Advisor will be responsible for supporting progression in policy development for the short to long-term ensuring we meet ministerial steers and international obligations. You will need to work in a joined-up way with other HMRC policy areas, HM Treasury and across other government departments (OGD), as well as working with our delivery colleagues to put our policies into action.

About You

Suitable candidates will be those that are effective in a fast-paced environment and can lead from the front - exemplifying strong collaborative, influencing and engagement skills, working across HMRC and HM Treasury to bring together different colleagues and ideas. A creative thinker and pragmatic problem solver, adept at finding innovative solutions while keeping in mind the bigger picture.

Two Policy Roles are available in the Customs Declarations Policy Team. This team is responsible for sophisticated and high-profile work to develop and drive customs declaration policy.

Responsibilities By joining our team, you will be given the opportunity to demonstrate and develop skills including:

• Policy leadership of sophisticated issues; combining meticulous analysis with reasoned arguments and an understanding around policy making environment.

• Communicating effectively with diverse audiences, from ministers to general guidance.

• Supporting colleagues in developing and implementing new policies and processes, inspiring change and improvement.

We will be deciding on the best fit for one of the two roles as a Senior Policy Advisor we are offering.

Role 1 – Future Border Strategy Branch

We will strive to encourage you to support our wider team visions on policy development as part of the 2025 Border Strategy. There are exciting workstreams to become a part of, ranging from pilots on innovative ways to engage with the customs system, through to shaping, analysing, and the crafting responses to discourse with key customers.

You will be given the opportunity to play a key role in delivering a daring, technology driven, customs system here in the UK working with other Government departments and partners at home and abroad. Ensuring you lead on certain areas as well as gain exposure to senior decision makers across government.

Role 2 – Processes and Facilitations Branch

In this role, you will support the team’s work to streamline and improve existing customs declarations across the board. This will be an exciting and challenging opportunity to build a world-beating customs service through modernising and reviewing current customs processes, leading on solving issues raised because of the UK’s exit from the EU.

You will be rewarded with the opportunity to lead on specific aspects of the policy development, leading change in an area which affects a wide range of collaborators. The role is a chance to build productive collaborator relationships across the wider HMRC and HM Treasury Policy Directorates, leading and influencing conversations, feeding into briefings and the decision-making process with seniors.

Essential Criteria:

•Experience of developing and analysing sophisticated ideas, ideally in a policy background.

•Ability to develop strong working relationships with colleagues who have different objectives or priorities.

•Outstanding communication skills and ability to tailor products to a range of audiences, including communicating sophisticated messages succinctly and clearly to senior audiences.

•Proven collaboration skills to help drive policy development forward within a strategic framework, whilst bringing others with them.

•The need to see the big picture and ensure policy development is joined up and delivers towards strategic priorities.

•The yearn to develop, manage and stretch yourself to deliver agreed goals and objectives at pace and to a high standard.

Desirable Criteria:

•Experience of customs policy is desirable but not essential however it is important to have the ability to get to grips with and craft a policy area quickly.
