Digital Support and Innovation (DSI) sits within HMRC’s wider Fraud Investigation Service (FIS) responsible for the department’s civil and criminal investigation work. FIS ensures that HMRC has an effective approach to taking on the most serious tax evasion and fraud.

Working across Law Enforcement and government, DSI provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime. Job description This is an opportunity to project manage and support the successful delivery of HMRC enforcement through the delivery of bespoke IT systems, applications and support services. Working as part of a highly skilled team in a busy, dynamic law enforcement environment.

This is a small team who work in a dynamic and flexible environment. The work is varied from building tactical solutions to support business delivery to testing Strategic solutions.

You must have excellent interpersonal skills and the ability to quickly develop strong working relationships in high pressure environments

Responsibilities This is a technical role requiring a technical aptitude, as well as being an excellent communicator you will be expected to provide verbal updates and produce written technical documentation.

• Understanding new IT Technologies.

• Ability to work in a fast-paced, environment, balancing multiple tasks through completion.

• Ability to handle time and prioritise tasks optimally.

• Business Case – Coordinate development of the Business Case.

• Benefits Realisation – Ensure benefits are identified, understood, measured, tracked and owned. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case and reported to the Business Lead.

• Project Panning - Facilitate and lead project planning meeting. Engaging regularly with projects and Identify and set appropriate Project Controls. Track and report delivery against milestones.
• Resources – Schedule / manage resources to deliver the project.

• Stakeholder Management – Identify key stakeholders and develop effective relationships.

• Risks & Issues – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate.

• Governance – Provide key reports and support effective governance and decision making.

• Assurance – Support or set appropriate project assurance.

• Change Management – Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with business/stakeholders.

• Guidance & Support – Seek appropriate support, guidance and coaching from the project community. Show commitment to personal development. Promote effective individual and team performance.

Additional responsibilities may include conducting workshops to assess business requirements to support possible changes to existing services and identify requirements and quantify the benefits, involvement in the assurance programme to ensure that services are regularly reviewed, maintained and improved when necessary.

Essential Criteria:

• Good communicator who can perform in a client/customer facing role.

• Ability to work in a fast-paced, environment, balancing multiple tasks through completion.

• Ability to handle time and prioritise tasks optimally.

• Strong technical knowledge and experience of working with partners in the sensitive intelligence collection area.

• Ability to communicate technical concepts to a non-technical audience.

• Strong knowledge of system security GDPR compliance and accreditation.

• Prince 2, ITIL and comp TIA qualification.

• Demonstrable basic understanding of computer networking.

• Demonstrable basic understanding of server virtualisation.

• Demonstrable basic understanding of IT security.

• A working knowledge of IT requirements capture and IT networks and support.

• This role requires National Security Vetting at Developed Vetting (DV) clearance level. To take up duty you will need to hold Security Check (SC) vetting or be willing to apply for it. Following a successful SC application and probation period you will be required to initiate DV vetting. If you do not hold SC or DV but are willing to go through the process, any job offer would be conditional and may be withdrawn should you fail to achieve the required vetting levels. Qualifications Prince 2 or equivalent project delivery qualification
Prince 2, ITIL Foundation & Agile Foundation Technical skills
