KEY ACCOUNTABILITIES

  • Manage the process of preparing reports at committee meetings and other public forums and provide timely and high quality advice and responses to enquiries and complaints from members of the public, external organisations, councillors and council officers within appropriate deadlines.
  • Ensure the team comply with provisions under Construction Design and Management (CDM) Regulations 2015 or any subsequent successor legislation.
  • Manage effectively a team of up to five staff and any directly appointed consultants and contractors, ensuring that their portfolios of work are progressed professionally and in a timely manner and that all relevant guidance and legislation is followed. To represent the council at meetings with contractors and suppliers.
  • Manage the process of public (informal) consultation and statutory consultation in line with stipulations of the Road Traffic Regulation Act 1984 and any other relevant primary legislation and statutory guidance. To ensure the implementation of schemes is in accordance with the required guidance, notably the Traffic Signs Regulation and General Directions (TSRGD).
  • Assess the impact on traffic flow of any proposed traffic management proposals, highway maintenance, street enhancement and street works and to provide appropriate advice on the acceptability of these proposals and making recommendations as to any changes that could be made to reduce the impact.
  • To build and maintain good working relationships with other relevant council departments and officers, TfL, schools, employers, faith groups, and other community groups and to raise the profile of sustainable transport locally. This will include working effectively internally across council departments, and externally in partnerships, to identify opportunities for joint initiatives and new sources of funding.
  • To represent the council as required on appropriate working groups and pan-London, UK and EU initiatives.
  • To attend seminars, conferences and to actively seek out other continuing professional development opportunities as are required to ensure that the post holder is up to date with best practice and statutory requirements relating to delivery of projects allocated to them and those reporting to them. To actively seek out best practice in regard to parking management schemes and adapt as appropriate to the local context.
  • Occasionally carry out duties outside normal office hours as required
  • To undertake any other duties and responsibilities which may from time to time arise which are within the capabilities of the post holder and commensurate with the grade of the post.
  • To deputise for the Head of Service as required.
