Job description You will be leading a small team to manage a wide range of activity undertaken within the HMRC Property and Assets function, and to work under the Head of Property Services and alongside the Property Strategy and Property Management teams.

These three sub teams together make up the Property and Assets team which provides a fully integrated, wide ranging property service across the Estates Directorate and across HMRC, reporting directly to the Deputy Director, Property and Assets, who reports directly to the Director, Estates.

The Property and Assets function manages the whole of the HMRC and VOA estate, which comprises a varied, mostly leasehold commercial estate and various sublettings and other interests. Responsibilities As our Principal Estates Manager you will be responsible for, but not limited to:

• Management of part of the Property Services team, which may include qualified and non-qualified staff.
• Property transactions for EU Exit and other special requirements.
• Lease event management and commercial landlord / tenant activity.
• Assist the management of HMRC’s growing role as a landlord to Government and other subtenants, including grant / termination of sub occupations.
• Develop and implement a programme of rating appeals across the estate, working with our rating consultants.
• Support the development of our property management system, Merlin, all property reporting and estate analysis, financial, governance and control processes.
• A personal caseload that will include acquisitions, disposals and all aspects of estates management and landlord and tenant, and taking lead responsibility for some of HMRC’s major properties.
• Negotiator for property transactions.
• Contribute effectively to continued professional development and the development of the Property & Assets Team.
• Work closely with HMRC Locations Programme, Workplace and FM, Finance, Legal, Commercial and Construction colleagues on all estates transformation delivery.
• Advice and support for the management of the wider HMRC estate as it transitions to the future operating model, including future closure and disposal programmes and all landlord / tenant matters.
• Work collaboratively with the Government Property Agency (GPA) and other Government Departments (OGDs) on the Government Hubs programme and other wider Government property strategies, and wider estate requirements.
• Champion the delivery of great customer services and conduct regular consultation with internal stakeholders and customers on all estate related matters.


Essential Criteria

• Working knowledge of legislation, innovations and work practices in commercial property management, such that assurance can be given that all transactions undertaken conform to and comply with current statutory instruments, regulations, Codes of Practice and other recognised industry standards, and works with stakeholders to implement improvements to the supply chain strategy.
• Commercial awareness of property related transactions.
• Demonstrated programme and project management experience in the property and construction sector.
• Identifies and instigates collaborative opportunities and manages the benefits realisation plans.
• Demonstrates a conscientious approach to meeting internal and external customer needs and delivers quality service, understanding the impact of service on future compliance.
• Proven corporate team working experience across corporate business streams and government departments.
• Proven ability to negotiate and close property transactions demonstrating best value for money.

Essential Qualifications

• The post holder must have good working knowledge of UK property sector and all aspects of estates management practices and will be MRICS or FRICS qualified, or the equivalent, in a property profession.
