Job description It is an exciting time to join TA as it expands in the next financial year to meet ever growing demand from our customers and the TA Portfolio Manager (PM) role is a high profile and demanding role in a rapidly changing environment.

The PM role is critical to the successful management and development of both new and existing learning products to develop capability across HMRC. TA PMs work in partnership with TA Portfolio Leads (PLs), TA Business Partners (TABPs) and Capability Leads to identify and develop learning solutions.

In TA we work with many important stakeholders, who often have differing needs. TA PMs offer high quality support and advice to our stakeholders to ensure we produce the right learning products. Additionally, consulting with customers using learning expertise to identify the appropriate learning design and delivery solutions is key to meet business needs.

TA PMs have the responsibility of line managing a team of Design Developers (DDs) and Design and Delivery Managers (DDMs). Which includes applying HR policies and fulfilling attendance and performance expectations across your team, whilst following and promoting HMRC’s Health and Safety, Equality and Diversity and Data Security Policies.

The purpose is to lead a Design Team to design and produce engaging and innovative products that meet customer requirements and modern learning needs. Responsibilities Key Responsibilities

As the Learning Design Portfolio Manager, you will:

• Provide a consultancy role throughout the full learning cycle i.e., from diagnostics, through design and delivery to evaluation.

• Review learning commissions to identify the size and scope of learning requirements. Forecasting and allocating resource based on trend and peak analysis.

• Demonstrate high quality stakeholder engagement across a variety of Stakeholders, TABPs, Project Sponsors and Capability Leads.

• Build TA’s skills and capability that are required to support HMRC’s capability and deliver a quality service to our customers. Continuously monitor both your and your team’s progress against learning professional standards.

• Set stretching goals and objectives for your team. Review these goals and objectives during Performance and Development Conversations (PDC) with your people. TA PMs also use these PDCs to agree and monitor personal development plans.

• Be visible and accessible, actively leading change and communicating direction for TA and across HMRC.

Essential Criteria

• Proven experience in managing large projects and excellent project management skills, dealing with a wide range of Senior Stakeholders.

• Proven history of line management.

• Recent experience of working in a learning or capability environment with demonstrable knowledge of different learning approaches and their application in a business context.

Desirable Criteria

• Digitally confident with a clear understanding of how digital technology shapes our future.
