Background

Revenue & Customs Digital Technology Services (RCDTS) are working alongside HM Revenue & Customs (HMRC) and implementing bold plans to transform our IT and digital services.

We are using digital services and smart data to help people deal with us effectively and efficiently, but also allows us to better identify the minority who seek to avoid or evade their taxes

Our IT infrastructure is one of the largest and most dynamic in Europe, and we are now one of the most digitally-advanced tax authorities in the world.

Role & Responsibilities

As an NPS Batch Execution Team Leader you will manage a 24*7*365 shift-team of up to 2 analysts whose main responsibility is to ensure the successful provision of the NPS (National Insurance Pay as You Earn Service).

 

Duties will include:

  • The strategic delivery of a first-rate NPS batch service by ensuring the skillsets of the staff are maintained through rotation of duties, mentoring, deskside training regimes and a culture of continual improvement.
  • The protection of the NPS/NIRS online day, the resolution of issues pertaining to the above activities and point of contact liaison with internal and external stakeholders and 3rd Party Suppliers as appropriate.
  • In the framework of, and adherence to, the NPS Annual Calendar, the Team Leader will make strategic and scheduling decisions pertaining to the services and staff under their care within the Batch arena. They will ensure that any threats to service are reported, managed and resolved, either by their team or the appropriate escalation/support group.
  • The hands-on technical work and team guidance necessary to deliver all NPS Batch, periodic exercises and Key Business Events.
  • The promotion of a positive attitude within their team so that the team members proactively look to engage with advancements in technology and embrace emerging functions such as Service Central, ITIL and IT Service Management.

Essential criteria

  • Knowledge of large batch systems and how they are supported from an operational perspective.
  • Working knowledge of key support applications such as TWS 8.6, Unix & Linux
  • General IT skills capability but in-depth knowledge in areas of technical specialisation. The latter can be learnt within the role.
  • Problem solving and analytical skills
  • Good negotiation skills as part of a leadership team
  • Communication with all levels of organisation (internally and externally)
  • The ability to promote the benefits of implementing ITIL functionality on to an IT Estate

 HMRC’s Technology Sourcing Programme 

HMRC faces a number of contract expiries combined with the need to re-balance control over its digital and technology capability to ensure HMRC can respond quickly and effectively to changing requirements and priorities.

This is a multi-year programme to transform how HMRC delivers and uses IT. The programme is in place to design and deliver the safe disaggregation, exit and transition of HMRC’s major IT contracts and stand-up new arrangements to deliver both IT run and change activity.

The programme will develop and implement a new technology supply chain model, protect live services, enable the department to remediate and prevent technical debt, reduce risk in our IT estate, improve cost effectiveness, provide flexibility and establish partnerships with suppliers to deliver innovation.

  • What does this mean for RCDTS? - The programme is due to impact the services that RCDTS currently provides to HMRC. As a result, it is expected that some services currently provided by RCDTS will be delivered within HMRC in the future, and some services will instead be delivered by third party supplier partners. We expect this will mean that, in due course, some RCDTS colleagues will transfer to third party suppliers and other RCDTS colleagues will transfer to HMRC, under the ‘TUPE’ Regulations. RCDTS as a company is due to be closed down once these processes are concluded. There will be prior consultation with RCDTS employees, including via RCDTS’ Employee Forum, on the potential transfers due to result from TSP. More information will therefore be provided to staff before any changes take effect.
