HMRC is transforming the way it does business with its customers, and CDIO Chief Technology and Design Office (CTDO) is at the forefront of much of this change. Around us the technical landscape is rapidly changing, with new innovative emerging technologies offering significant improvements to the way that HMRC works. These new technologies are changing the way customers engage with services and have moved customer expectation in terms of how they want to engage with HMRC services.

Our CDIO Strategic Change, Impact and Planning team (SCIP) are responsible for:

- Strategic impacting of all Enterprise Level Change in HMRC that impacts CDIO’s accountabilities to enable decision making in alignment with the IT strategy.

- Enable consistent, capability-based impacting of all business and IT change to ensure clarity of propositions.

- Give senior leaders a clear picture of the impact of change and recommend where action is needed to get better clarity of requirements.

- HMRC input into Cabinet Office defined controls on Digital and technology spend.

- Ensure service design and the user are at the heart of all change. Job description This is a key role in CTDO and an exciting opportunity at a critical time as the Department moves to deliver its commitments agreed with Government in the SR21 spending round and as we align to a new Transformation function in HMRC.

You will lead a team including Solution and Enterprise Architects and Business Analysts to ensure that changes are impacted against the Strategy and Roadmaps.

You will take responsibility for tasks and deliver products to deadlines, removing blockers and providing costed solution impacts and supporting resource and capacity profiles. Facilitating senior level understanding of the impact of changes which will decide where further activity is required to ensure that any cross cutting elements or activities that will impact Strategy are understood

We are looking for someone who is flexible, self motivated, resilient and able to work with ambiguity, and be an excellent stakeholder manager, have a keen eye for detail and a strong focus on quality.

As a programme you will be accountable for all IT impacting to ensure all enterprise level business and IT change in HMRC is impacted strategically, consistently and in a data driven way through a number of lenses to ensure consequences of proposals are understood by stakeholders.

In this role, you will:

- Act as a trusted ambassador for CDIO striving to make us a trusted IT partner to the wider department.

- Collaborate with our Planning team and liaise with internal and external partners to develop and influence a culture of capability based impacting across HMRC.

- Understand and consider dependencies of varying complexity, feeding into larger programmes and portfolios.

- Identify blockers and risks and mitigations.

- Be responsible for understanding, managing, and communicating to complex stakeholder groups, balancing priorities.

- Will impact in-flight Project scope changes that may affect the IT Strategy Plan are escalated appropriately dependent on the level of dependencies.

- Leadership vision & objectives – Cascade vision and translate into delivery objectives for the team. Responsibilities Essential Criteria:

You will have proven experience of, and will be able to demonstrate:

- Experience of working with policies and projects across the end to end design lifecycle.

- Evidence of hands on implementation of enterprise and solution architecture practices.

- A good working understanding of programme and project management, through to experience in strategic IT planning.

- Excellent stakeholder management skills and the ability to communicate often complex information easily and simply to all levels including directors and senior management.

- Experience of working in multi discipline change teams to produce measurable costed solution impacts.

- The ability to work with uncertainty and adjust approaches to meet extremely short and conflicting deadlines.

- The ability to adapt to adverse situations whilst remaining calm, reassuring others, and maintaining performance.

- Be a confident communicator with good interpersonal skills and a proven dedication to continuous improvement in self and others.

Desirable Criteria:

- Experience of working within a large and complex IT Estate.

- A passion for continuous improvement for yourself, your team and the processes you own.

- The ability to identify key facts to make informed decisions, often in a time pressured environment.

- A collaborative approach.

- The ability to work across organisational boundaries to identify, clarify and resolve problems.

- Knowledge of Agile and other methodologies.

- Knowledge of HMRC's responsibility to meet Cabinet Office spend control measures.
