We collect taxes, administer benefits, help people with Tax-Free Childcare, enforce the National Minimum Wage and work at the heart of the UK’s border systems.

In 2020, HMRC established a new Transformation Group responsible for delivering transformation in a timely, collaborative, and cost-effective way. The Change Lifecycle Management Team play a crucial role in ensuring that Programmes are joined up and delivering in-line with quality standards. In addition, the team are central to protecting the strategic intent of the Portfolio by proactively supporting the identification and resolution of inter and intra-programme issues as they arise. 

Through collaboration with key stakeholders, you will be integral to shaping their needs to align with both the Portfolio and broader HMRC strategic objectives to ensure that the final products are both strategically and operationally fit for purpose.

 

Job Description 

The Programme Business Partner is an integral role within the Portfolio that will requires strong stakeholder management and analytical skills. Key Responsibilities

We are looking for an individual from within the Project Delivery Profession, with proven experience of delivering in a challenging environment, who is naturally inquisitive, enjoys working at pace with a strong ability to prioritise and influence across all levels, and is energised by building relationships and solving problems.

Responsibilities:

  • Act as a key point of contact within HMRC’s Portfolio Management Team (PfM) for a cluster of Transformation Programmes.
  • Be responsible for facilitating collaborative, joint working with stakeholders and effectively managing relationships
  • Meet regularly with Programmes to understand their challenges and in partnership, develop solutions to resolve issues and manage dependencies between programmes to ensure the Portfolio delivery is not adversely impacted
  • Support programmes throughout delivery and ensure awareness of and adherence to the End-to-End Change Lifecycle
  • Support Programmes in preparing and submitting business cases to Investment Board
  • Challenge Programmes by providing quality assurance and measurement of outputs and outcomes to ensure a consistent approach to the management of change.
  • Develop and conduct health checks with Programmes to understand delivery status, including value for money, management of risks, issues, and critical dependencies.

 

Essential Criteria

You would be expected to have experience and demonstrate the following skills:

  • Excellent communication skills that inspire confidence and respect with a wide variety of audiences
  • Strong ability to collaborate with senior stakeholders in a complex fast paced project/programme environment to identify needs, break down problems and offer viable solutions.
  • Demonstrable experience of effectively influencing/challenging others, regardless of role or grade, whilst maintaining constructive working relationships.
  • The ability to adapt to changing circumstances and adverse situations whilst remaining calm, reassuring others, and maintaining performance.
  • Ability to identify themes and solve problems whilst maintaining effective and constructive professional relationships
  • A good understanding of practical tools and techniques in the areas of programme management, project management, change management and facilitation
