Job Description:

The Postholder will lead four mini teams which cover the following:

Learning/Professionalism

  • Completing work on how SOLS will implement /utilise the new Solicitors’ Qualifying Examination​
  • Continuing to develop CILEx, paralegal and SQE ​
  • Developing our approach to apprenticeships, in line with emerging HMRC ​
  • Development (with SLT sponsor) of SOLS learning strategy, andensuring that administration of the learning budget supports ​
  • Supporting the HMRC Learning Transformation ​
  • Identifying the right level of legal knowledge in specific work areas, identifying gaps and developing plans and identifying resources to fill these ​
  • Ensuring that HMRC’s tax training takes into accountSOLS needs (including ensuring representation at the HMRC Tax Profession Group meetings and away days)​
  • Development of new a SOLS Professions Group​
  • Continuing to work closely with GLD as regards legal professionals.

 

Knowledge Management & Library

  • Considering the vision for SOLS “library of the future”​
  • Delivering the SOLS KM ​
  • Scoping the synergies between KM and learning.​

Engagement

  • Embedding new operational comms support in SOLS, andcontinuing close working with Comms Business ​
  • Delivering on “Values & Culture” strand of the SOLS People Programme and refreshas necessary.​
  • Working with HRBPs as necessary) on local implementation of central HMRC-developed People ​
  • Supporting with expert insight cultural change and engagement work lead on elsewhere across SOLS (g.smarter working; Managers’ Forum; SOLS awards; SOLS annual awayday; Lawyer Recruitment Review Group).​
  • Supporting the running of the annual People Survey in SOLS and developing and implementing methods of collecting real time feedback from our people.​
  • Working with and engaging various SOLS networks (Values & Culture Advocates, Anti-Racism Action Committee, Inclusion Advisory Board) to encourage and deliver positive cultural change in the diversity/inclusion space, and to support wellbeing.

Recruitment & Strategic Workforce Planning

  • Continuing to develop forecasting sophistication of new SOLS Strategic Workforce Planning capability (ensuring alignment with central HMRC requirement).​
  • Continuing to support, with customer care focus, SOLS recruitment campaigns.​
  • Supporting ongoing work within SOLS business of reviewing recruitment processes in order toimprove diversity of our workforce.​
  • Continuing to work closely with HMRC centre and (as regards legal professionals) GLD .​
  • Delivering on “careers” strand of SOLS People Programme (g.career pathways work; transparency of opportunity work), and refresh as necessary.
Job description

As a Deputy Director in SOLS, the post-holder will be accountable to senior SOLS leadership and work with business partners in central HR and Comms. In conjunction with the heads of the sister teams in SOLS Business Transformation directorate, they will also be supporting the Directors and the DG to run and change SOLS as a business, and working to develop further the visibility and “brand” of SOLS Business Transformation.​

  • Management of four direct reports (G6s) and leadership of People & Professionalism team as a whole.​
  • Regular engagement with HR Business Partners and Communications Business Partner teams (grades ranging from SO to SCS1).​
  • Overseeing delivery of the four SOLS People Programme strands (including those led on outside the team).​
  • Drawing together all People-related/HMRC Great Place to Work activity into a SOLS People Plan and a hub.​
  • Member of the SOLS Enterprise Leadership Group, the SOLS Being Influential Forum and the SOLS Undertaking to Repay Committee.
  • Supporting delivery of SOLS SLT-lead events (g.monthly SOLS livestream, SOLS Enterprise Leadership Group, SOLS SLT away days).​
  • Providing “people” input/insight for other SOLS groupings/projects that arise from time to time.​
  • Supporting the DG to engage with DTUS at quarterly catch-ups, working with the DG’s Private Office and HRBPs.​
  • Supporting the SCS2 to run the wider Legal Operations and Business Transformation ​
  • Working across boundaries with sister teams in the Business Transformation directorate to continue to improve support for SOLS SLT in running and changing SOLS as a business.​
  • In conjunction with those heads of sister teams, further developing the visibility and “brand” of SOLS Business Transformation (including further development of the new Business Transformation “shop front” SharePoint, andbringing the constituent teams closer together in how they work, and culturally).
  • Close liaison with senior stakeholders in Government Legal Department’s HR team.
  • SOLS SPOC for HMRC’s Learning Transformation Programme (including participating in events such as awaydays, contributing ideas and using insights to influence direction of travel of the Programme.​
  • Member of the SOLS Quality & Professionalism Board and Deputy Chair of the SOLS People Board, supporting the SCS2 chairs for both.
Person specification
