HMRC has one of the largest IT estates ranging from data analytics platforms to legacy systems. The breadth, variety and complexity of these systems and business processes they support are on a scale rarely seen in other global organisations.
Job description
We are undergoing a major transformation programme, which includes an investment in digitisation. This means customers can do more for themselves online, in real time, on computers, tablets and smartphones therefore we are building a team of outstanding people who will create and run these new and improved technology services.

Responsibilities The role:

This is an opportunity for an experienced Project Manager to lead a range of exciting HMRC programmes and projects during a time of significant change and transformation as HMRC drives the focus of IT delivery away from product centric solutions and fully exploits the opportunities that Digital Services and Data Analytics can provide. You will play a key role in leading EU Transition delivering IT change to HMRC's sophisticated IT estate alongside delivery of Digital Services.

Within this role you will be responsible for the delivery of large scale or high impact IT change which supports the HMRC’s strategic objectives. You will take full ownership for the end to end delivery of business initiatives, system integration and large-scale change projects from definition through to successful completion.

This will include:

• Identifying, assessing and managing risks
• Ensuring realistic project and quality plans are produced and that change is effectively handled
• Ensuring that project deliverables are completed within planned cost, timescale and resource budgets
• Engage with key partners across the organisation and drive delivery through providing effective leadership to internal projects teams and external delivery partners
• Take ownership of supplier relationships and for all commercial aspects of the projects
• Understand the wider strategic picture, applying that knowledge to ensure work takes into account current and emerging Government priorities
• Able to feel comfortable making decisions and setting direction without having the full picture and re-focus as details emerge and able to apply knowledge and techniques to reduce ambiguity
• Promote the wider public good in all actions and to act in a morally, legally and socially appropriate manner at all times
• Recognise, anticipate and effectively deal with existing or potential conflicts at an individual, team or strategic level
• Create and present a compelling vision and set clear direction, that motivates others to work towards a common goal
• Adapt to changing circumstances and adverse situations whilst remaining calm, reassuring others and maintaining performance
• Think of, research and apply new ideas and ways of doing things.

The role may also include management of staff.

Essential Criteria

• Accomplished experience in end to end delivery of complex, large-scale, high impact technical and IT enabled business change projects
• Simultaneously leading multiple deliveries that cut across different areas. Understanding how these fit together, managing inter-dependencies, putting in place appropriate governance structures and ensuring a strategic approach to their delivery
• Commercial management of project costs and financial monitoring
• Ability to effectively challenge external suppliers to ensure the best service and value for money
• Accomplished in driving delivery through the management of immediate teams and multiple external suppliers. Providing effective leadership to the project team ensuring members are motivated and developing their skills and experience
• Understanding and practical experience of both Agile and Waterfall methodologies

Desirable Criteria

• Ability to work under broad direction in challenging and unpredictable environments, playing a key role in influencing strategic decision making and understand strategic consequences of IT decisions
• The ability to influence, build and maintaining strong working collaborations at a senior level in order to achieve successful outcomes for the business

This role will require regular travel and overnight stays and is an essential requirement for the role.
