Purpose of the Job

Support the development of an organisational culture that promotes the health and safety of all employees and supports a safe working environment.

Develop, monitor and review health and safety policies, practices and procedures designed to achieve a positive safety culture and environment for employees, clients and the public and which reflect the changing needs arising out of health and safety legislation and best practice.

Principal Accountabilities

• Provide advice on current best practice in health & safety management and developments in health and safety legislation in line with the council's obligations as an employer.

• Prepare Health & Safety paperwork such as RAMS, briefings, newsletters, and staff communications to keep staff informed and updated relating to health & safety and wellbeing.

• Undertake investigations into specific incidents, complaints, reported hazards or dangerous occurrences; recommend and implement innovative and preventative measures to improve safety performance and maximise safety in the workplace.

• Review, develop and implement health and safety standards to ensure consistency of council standards and gain improvement throughout City Environmental Management.

• Interpret legislation and provide advice on the impact on existing practice and ensure provision complies with statutory requirements.

• Coordinate Managers and Team Leaders in the delivery of H&S programmes and improvements ensuring the quality and delivery within specified timescales.

• Responsible for setting up systems for ensuring all job relating training takes place and is recorded appropriately.

• Ensure the quality and consistency of health and safety performance through effective evaluation of active and reactive monitoring of health and safety information and use this information to recommend options for change.

• Undertake monitoring and auditing of health and safety performance, identify issues and recommend innovative and preventative measures to improve safety performance and maximise safety in the work place.
