The Communications Directorate delivers professional communications on behalf of HMRC.

HMRC is outstanding as a major delivery department that needs to change and drive the behaviours of its customers, both to improve voluntary compliance and to deter non-compliance. All of our communications, therefore, are customer focused and have a clear purpose and business objective.

The Internal Communication and Change team plays a central role in unifying and engaging HMRC employees, especially after HMRC and our colleagues have been through a period of significant uncertainty and change due to the COVID-19 pandemic.

In autumn 2021 we will launch a new employee communication and engagement campaign to generate knowledge and understanding of the HMRC vision (being a trusted, modern tax and customs department) and strategic objectives; and to generate employees’ engagement by focusing on how employees all make HMRC a Great Place to Work.


We are seeking an Internal Communication Campaign Manager to join the campaign delivery team, help design and scope the campaign and bring the campaign to life through delivery until March 2022.

The campaign will develop new ways to target colleagues and digitally-led, supplemented with face-to-face activity when that becomes possible. The campaign content will be relatable to our colleagues’ roles and tailored to their digital skills level; it will illustrate their contribution within HMRC; and it will be delivered through quick and easy-access communication channels to facilitate time-poor employees’ engagement. Job description You will work with the Head of Internal and Change Communications and to the Internal Communication Campaign Lead, you will support the achievement of business objectives through effective communication. You will do this by ensuring that the new internal communication campaign is accurately planned, coordinated, delivered and aligned with the agreed communication objectives and in accordance with the GCS OASIS framework.

You will be part of a campaign delivery team, collaborating with colleagues from across HMRC Communications. You will encourage these teams to work together to deliver a new and engaging proposition for our colleagues.

Responsibilities • Providing proactive strategic internal communication advice, counsel and constructive challenge to directors and senior leaders on how communication can help support business objectives and improve colleagues’ engagement.

• Working with senior officials with colleagues from HR, communications, finance, employee insights, creative services and other areas. Building positive relationships to ensure stakeholders and delivery partners actively contribute towards the successful delivery of the communication campaign and its communication products.

• Leading on the day-to-day delivery of the new campaign.

• Thinking and creating ideas to design, draft, develop and deliver engaging, targeted content and messages across a range of communication channels.

• Developing an in depth understanding of the evaluation framework for the new campaign, and ensuring data is gathered effectively to demonstrate the campaign’s success.

• Supporting and deputising for the Internal Communication Campaign Lead, as appropriate.

• You will commission and quality assure communication products, projects and campaigns working with specialists across HMRC’s Corporate Communications teams.

• Managing other team members and managing the delivery of work through matrix management or virtual teams.



Essential criteria


• Demonstrable hands-on experience of creating, delivering and evaluating communication campaigns, taking a coordinated approach to using communication channels.

• Demonstrable communications expertise, with excellent oral and written communication skills.

• Ability to handle a wide range of campaign activities with an integrated channels approach

• Ability to translate complex issues or language to help colleagues understand and engage with communication, across face to face and digital channels.

• Experienced in using evaluation insights to target communication and supporting colleagues to do the same.

• Ability to build collaborative relationships with a broad range of stakeholders, and communicate clearly and confidently to senior officials to enable effective decision making.

• Good knowledge of audience insight, the GCS OASIS framework and how this is implemented.

• Flexibility, ability to manage relationship and to collaborate with others, within a campaign delivery team setting.

• Organised and able to balance competing priorities.
