About Chief People Officer (CPO) Group and People Analytics and Insight (PAI)

We are the HR team for the UK’s tax and customs authority, a strategic partner and service provider to HMRC's business. We are dedicated to enabling leaders and managers to improve the experience for people across HMRC; creating the capabilities we need to deliver our business; and enabling our people to deliver HMRC's vision for our customers.

The People Analytics and Insight (PAI) Directorate was established in late 2019 and is a rapidly growing and evolving part of HMRC’s Chief People Officer (CPO) Group. The Vision of the Directorate is to ‘deliver people insight and analytics to enable HMRC to shape its future through the use of evidence-based decision-making’.

Job description This position sits with the Strategy and Governance team, which is one of three capability areas in PAI: Engagement and Planning; Analytics and Insight; and, Strategy and Governance. The purpose of the Strategy and Governance team is to:

• Develop and implement the people data strategy.

• Deliver on the accountability for people data governance.

• Drive the implementation of a unified people data repository and oversee its ongoing development.

• Support Chief People Officer’s area with development of tools and techniques, training, data sourcing and controls and assurance.

• Managing relationships with other key stakeholders in HMRC who are involved in data strategy and governance.

The role is focused on defining, developing, exploiting and supporting HMRC Directorates to generate significant business benefit from using people data for reporting, management information and analytics. It achieves this through the scoping of user requirements and rapid release management using agile techniques, whilst supporting end users with training, documentation and specialist skills. Therefore, enabling PAI to provide expertise and insight to the wider CPO and HMRC community, enabling self-service of their data, analytics and insight requirements.

Responsibilities For this role you will be expected to undertake the following duties and responsibilities:

• Maintain data and other sources of information ensuring that the UK GDPR is adhered to.

• Design and deliver cross-departmental consultations and focus groups.

• Provide expert advice to stakeholders on data, analytics, evidence gathering and data visualisation.

• Build capability and professionalism across the Chief People Officer’s area in insight, data and analytics.

• Champion the strategic use of data, analysis and insight to support decision-making.

• Stakeholder management, communicating effectively with a wide range of stakeholders in HMRC, balancing their priorities against limited resources and budget.

• Problem solving and the communication of complex technical and data concepts clearly and concisely to a wide audience.

We are looking for individuals with energy and enthusiasm to provide analyst support on our Data Management projects that affect all our colleagues. You will be expected to have experience and demonstrate the following essential criteria:

• Able to champion the strategic use of data, analysis and insight to support decision-making.

• To understand, manage and communicate between stakeholder groups, balancing the priorities of each against limited resources and budget.

• Excellent communication and problem-solving skills and an ability to communicate complex technical and data. concepts clearly and concisely to a wide audience.

• Strong analytical skills, able to design interventions to maximise the effect of insight for a range of customers and stakeholders.

• Proven experience in an analytical environment.

• Ability to identify new data sources and opportunities for process improvement.

• Strong written and verbal communication skills.

Additional Information

• Travel and overnight stays may be required across the UK.
