Job Description:

Job Purpose

To provide a comprehensive professional and technical service in respect of refurbishments, new build and improvement schemes on Council housing and occasional corporate buildings as well as external clients.

Main Duties

Service delivery of schemes and project management undertaken in respect of Council owned land, owned and managed properties, improvements, extensions, and maintenance and planned maintenance encompassing housing and non-housing.

Accountabilities

Assist with Measured and Structural Surveys.
Use of Auto CAD for design works
Feasibility studies, preparation of reports.
Production information including preparation of plans and specifications.
Provision of information for project briefs.
Producing and monitoring programs of work
Developing systems, reviewing and updating techniques, IT and introduction of new technologies.
Drafting Committee Reports.
Post Project Assessment, cost value reconciliationSubmissions for basic Planning and Building Regulation approval.
Contract administration including preparation for tender and contract documents, and supervision and inspection of works in progress.
CDM dependent on specific projects act as Client Agent, Designer and Principal Designer.
Draft response to complaints Cllrs Enquires and FOI requests relevant to the service area / projects you are undertaking.
Monitoring and reporting on specific KPI's

Person Specification

Degree in Building Surveying or HNC in construction

3 Years post degree or 5 years post HNC qualification experience

Literate/numerate to enable the day to day office and contract management
High degree of IT literacy with the ability to use a variety of programmes
Well organised with the ability to work on own initiative with limited supervision
Decisive and assertive
Problem Solving requiring a high degree of creativity
Team player
Excellent communication skills at all levels including liaison with Tenants, Cllrs and Senior Management.
Working knowledge/understanding of construction industry activities
High degree of accuracy particularly with regard to measured surveys, drawings and specification writing.
Surveying/building surveying
Excellent report writer
Good fiscal management
Good negotiation skills with the ability to be diplomatic
Supervise/monitor contractors and consultants
Manage projects from inception to completion
Able to plan and prioritise own workload
Able to demonstrate analytical skills that can be carried through to quality decisions and / or recommendations.
