Job description As Learning Transformation Manager, you will lead a portfolio of early innovation projects which will help us to transform our approach to Learning across HMRC at pace. Early innovation is a key principle to delivering our longer-term ambitions and you will have a key role in bringing this principle to life.

You will take a collaborative approach to identifying opportunities to improve Learning and colleague experience, to addressing business critical capability gaps and supporting wider business change through early innovation.

You will create an approach rooted in experimentation, pilots, collaboration, data & evaluation and will lead on scaling what works. You will act as a catalyst for change and continuous improvement, empowering colleagues to drive change with aligns to HMRC’s vision for Learning. You will also be instrumental in elevating Learning to become a strategic partner with a strong business orientation and an outcome focus.

Responsibilities This role will give you a fantastic opportunity to:

• Lead, coach and develop a team of Learning professionals, directly and through a matrix and contribute to the wider leadership of the Learning Transformation Programme, deputising for the Deputy Director as required.

• Lead on the development and implementation of an approach to early innovation and continuous improvement in our journey to transform Learning, responsible for delivering a portfolio of Learning and early innovation projects and ensuring we have the capabilities to deliver these successfully.

• Develop a framework to evaluate the success and impact of Learning interventions and early innovation projects.

• Lead on designing a consultancy and partnering approach which advances the maturity of Learning functions, helping us to have different and better conversations with the business.

• Proactively manage a network of diverse stakeholder relationships.

• Provide thought leadership, be creative, think big and outside the box; challenge the status quo and generate solutions to new and existing Learning and business challenges, translating these into specific interventions which deliver clear outcomes.

• Shape, share and engage in the HMRC Learning Transformation story internally and externally and work collaboratively with colleagues internally and across government, forging positive relationships and maximising opportunities to take a joined-up approach to delivering shared outcomes.

• Commission, manage and oversee contracts/procurement with external providers and effectively manage delegated budgets, ensuring value for money.

Essential Criteria

You are required to demonstrate experience of the following within your application:

• Experience of leading or delivering transformational change which measurably delivers business value and outcomes in a Learning or Organisational Development role in a large and/or complex organisation.

• Passionate about Learning and development, demonstrably maintains own knowledge of the latest thinking and innovations and continuously seeks new ways to build capability.

• An inclusive and empowering leadership style with a track record of leading high-performing teams to deliver results.

• Strong partnering and consultancy skills with the ability to grasp diverse customer needs and find collaborative best fit solutions.

• A data and insight driven approach and evidence of generating innovative solutions to business problems.

• Outstanding communication skills and the ability, confidence and credibility to influence and negotiate effectively, persuasively and sensitively at all levels.

• Resilient, with the ability to quickly adapt and respond to changing circumstances or priorities and operate in an environment of change and ambiguity

• A growth mind-set, a curiosity to learn and grow yourself, learn from mistakes and open to new ideas and challenge.

• Occasional travel to other offices anticipated (average 2-3 times a month)

Desirable Criteria

• CIPD qualified or other relevant qualification.

• Experience of leading culture or behavioural change programmes and continuous improvement

• Experience of working in a project or programme management environment.
