The successful candidate will scope and analyse delivery models used by other Local Authorities in Wales and England. They will adapt best practice approaches to complement an existing model.

They will engage with potential Flying Start childcare providers to understand what works for them and will review the current model and ensure all non-negotiable elements remain in place by developing a robust delivery model that meets statutory requirements and supports sustainability.
