Principal Licensing Officer needed in Hereford Paying  £21.14 per hr  ref OR109004

Full time hours on a temporary basis

Key ResponsibilitiesPremises Licensing
  • Manage a broad range of premises licence applications, variations, reviews, transfers and compliance matters.
  • Provide expert advice on the application of the Licensing Act 2003 and the four licensing objectives.
  • Advise on appropriate licence conditions and proportionate enforcement action.
  • Prepare reports and evidence for Licensing Committees and Sub-Committee hearings.
  • Support the handling of representations, reviews, appeals and complex licensing cases.
  • Contribute to the review and development of licensing policies and procedures.
  • Ensure decisions are consistent with statutory guidance and local policy requirements.
Taxi and Private Hire Licensing
  • Provide technical expertise on driver, vehicle and operator licensing.
  • Apply relevant legislation including the Town Police Clauses Act 1847 and the Local Government (Miscellaneous Provisions) Act 1976.
  • Support the investigation and resolution of complex licensing, enforcement and safeguarding matters.
  • Advise colleagues on licensing decisions affecting public safety and regulatory compliance.
  • Ensure licensing standards are consistently applied across all functions.
General Duties
  • Act as a key source of licensing expertise for officers, stakeholders and elected Members.
  • Interpret and apply Section 182 Guidance to support robust and defensible decision-making.
  • Assist with appeals, enforcement actions and judicial processes where required.
  • Promote a customer-focused approach while ensuring regulatory compliance.
  • Support continuous improvement in licensing procedures and service delivery.
