Interim Highways Planned Maintenance Service Review Lead needed in Manchester  

This is a temporary role and the rate is £380 per day PAYE

The successful candidate will lead a strategic, end‑to‑end review of the Highways Planned Maintenance Service, applying expert judgement to evaluate how schemes are identified, prioritised, designed, procured, delivered and monitored across the network.

They will assess asset management practices, programme development, commercial controls, construction delivery and quality assurance to identify opportunities that strengthen performance, governance, value for money, resilience and customer outcomes. The successful candidate will engage with residents, businesses, elected members and stakeholders to understand expectations, review communication approaches and ensure transparency in decision‑making.

They will benchmark current practice against industry standards and comparable authorities, providing clear, evidence‑based recommendations that enhance service accountability, improve operational effectiveness and support long‑term strategic planning.
