Job Description:
Strategic Procurement Manager needed in Bradford, £23.77ph PAYE - Reference: 5303911
- To support the development of a corporate approach to procurement, actively developing, influencing and informing strategy, policy and key operational considerations; understanding supply chains, markets and mitigations of risk. Ensuring effective planning and resource allocation.
- To lead, develop and manage an effective and efficient strategic procurement team, including procurement professionals in other departments, operating in an integrated manner with the Client departments and other teams within Procurement Services.
- To work effectively with the procurement community including service managers and commissioners to ensure the transfer of best practice and learning between commissioners, procurement professionals, through the co-ordination of a network of officers so as to ensure continuous improvements and transfer of skills.
- To lead, develop and manage an effective and efficient strategic procurement team operating in an integrated manner with the Client departments and other teams within Procurement Services.
- To provide expert governance advice on the application of relevant procurement legislation within a public sector environment.
- To lead and advise on the delivery of procurement programmes and projects through establishing and leading as required multi-disciplinary teams and developing high quality products including project management, business case, procurement and contract documentation and associated supporting information.
- To be responsible for the optimum performance of the team through appraisals, objective setting, performance management, mentoring and coaching, including the achievement of professional recognised qualifications where appropriate.
- To undertake communication for engagement with users, communities, Members, commissioning partners and suppliers to ensure that those intended to benefit from a service are engaged and involved through person centred approaches to commissioning, assessment and service delivery activity.
- To develop and deliver procurement analysis, sourcing strategy, cost modelling and marketing strategy for the Client and Partners to meet the needs of the Client and the wider District with the ability to shape the market to meet future needs.
This is a Full time role on a temporary contract basis.
