Senior Property & Development Manager needed in Haverfordwest Paying  £28.79 per hr ref OR115280

Full time hours on a temporary basis

 Key Responsibilities

Strategic Asset Management
  • Lead the development, implementation and review of the Strategic Asset Management Plan and associated property strategies.
  • Drive the delivery of estate optimisation, rationalisation and transformation programmes.
  • Identify opportunities to improve asset utilisation, service delivery, income generation and capital receipts.
  • Ensure the property portfolio remains aligned to corporate priorities and changing service requirements.
  • Lead strategic property reviews and develop long-term asset strategies.
Property Development & Regeneration
  • Identify, evaluate and deliver development, regeneration and investment opportunities across the estate.
  • Lead the preparation of business cases, options appraisals and investment strategies to support corporate decision-making.
  • Support major regeneration initiatives and property-related corporate projects.
  • Develop and manage partnerships with developers, investors and external agencies to maximise opportunities for growth and regeneration.
Corporate Landlord & Estate Management
  • Provide strategic oversight of the corporate landlord function.
  • Ensure effective management of operational, commercial and investment assets.
  • Lead on complex landlord and tenant matters, lease negotiations, acquisitions, disposals and property transactions.
  • Ensure property assets deliver best value and support organisational objectives.
Valuation & Governance
  • Act as the lead professional adviser on valuation matters.
  • Oversee the corporate asset valuation programme in accordance with RICS and CIPFA requirements.
  • Ensure robust governance, compliance and audit standards are maintained across all property activities.
  • Lead on property risk management and ensure statutory obligations are met.
Leadership & Team Development
  • Lead, motivate and develop a high-performing team of Asset Managers, Development Surveyors, Graduate Surveyors and specialist property professionals.
  • Champion professional development and continuous improvement across the service.
  • Support APC candidates and act as an APC Counsellor, Supervisor or Mentor where appropriate.
  • Lead workforce planning, performance management and succession planning activities.

Strategic Responsibilities
  • Provide expert property advice to the Corporate Leadership Team, Directors, Cabinet Members and Elected Members.
  • Shape and influence corporate property policy and strategic decision-making.
  • Monitor portfolio performance, financial returns, capital receipts and revenue generation against agreed targets.
  • Secure external funding, investment and partnership opportunities where appropriate.
  • Deputise for the Head of Property, Regeneration & Economic Development as required.

Stakeholder Management
  • Build effective relationships with internal and external stakeholders at a senior level.
  • Lead negotiations involving landowners, developers, investors, occupiers and public sector partners.
  • Work collaboratively with Finance, Legal, Procurement, Planning and Regeneration teams.
  • Prepare and present complex reports, business cases and recommendations to Committees, Cabinet and Council.
  • Act as a trusted professional adviser on strategic property, valuation and development matters.
