Technical Officer Home Improvement Agency (Hybrid) needed in Newbury, £28ph PAYE - Reference: 5305539

 

Ability to work occasional evenings to attend meetings
Able to complete property inspections with limited accesses (roofs, lofts etc)
Full clean UK driving licence with access to a vehicle for business use required


• The role is hybrid – a mix of office-based, home-based and on-site surveys with customers
• Approximately 2 days on site

  • To provide extensive technical advice and support to the team and its service users in relation to carrying out major and minor adaptations to their property.
  • To carry out a full technical inspection from inspection to completion.
  • To work under the Housing policies and legislation in order to deliver the most cost-effective solutions to our service users’ adaptation needs.
  • To effectively contribute to the delivery of the relevant strategic and service objectives set out in the annual service plan and Strategy.
  • To provide administrative and advisory functions to ensure the smooth operation of the service
  • Promoting equal opportunities, access to services and tackling discrimination both within and outside the client.
  • To mainstream equality within all the activities of the team and contributing to the service area’s Equality Impact Assessments.
  • Fully embrace and work in line with the Behaviour Framework
  • To visit service users in their own homes and assess the building work required having regard to their individual choices, the adaptations needed in the property, in consultation with carers, Care Managers, OTs, etc.
  • To maintain a register of preferred Contractors, which will be regularly reviewed / updated, and to ensure that all contractors listed comply with statutory requirements , have appropriate public and employee liability insurance, and are CRB-checked, where appropriate.
  • Prepare and maintain the Schedule of Rates for identified works.
  • To prepare and manage schemes of improvement, adaptation and repair to include:
  • Preparation of specifications and schedules of work
  • Preparation of drawings and estimates
  • Evaluation of estimates, in line with agreed tendering processes
  • Issue of proper contractual arrangements between the customer and the contractor and to manage any disputes on behalf of the client
  • Preparation and submission of Planning and Building Regulation applications
  • Manage contractors to ensure their work is compliant with Building and Planning Regulations, Health and Safety Executive legislation and any other relevant legislation
  • Liaising with other departments, agencies, and statutory bodies
  • Supervision of work on site
  • Issuing variation orders
  • Carrying out interim and final site inspections, including defects liability – issuing evaluations/payments/certificates as work progresses and assessing the quality of undertaken, authorising payments when due
  • Issuing or agreeing contractor’s final accounts (as appropriate).
  • To advise the Home Improvement Agency manager where external Specialists or consultants need to be engaged. The Technical Officer will provide a detailed brief and have responsibility for liaison with the appointed specialist/consultant on behalf of the client.
  • Ensure that good records are kept in all cases, updating computerised records as necessary and maintaining case notes and progress forms. Produce data and reports for KPI’s and PI’s.
  • To keep up-to-date with the development in the maintenance of buildings and attend relevant training courses.
  • To have an awareness of the roles of other staff within the team and integrate within the team as appropriate.
  • To carry out other specified tasks that may be reasonably required by the Home Improvement Agency Manager.

 

This is a full time role on a temporary contract basis
