Enterprise Integration Services (EIS) are at the heart of the HMRC Chief Digital Information Officer (CDIO) group. We manage HMRC’s core integration/middleware services, dealing with over a billion transactions every year and connecting hundreds of HMRC services.

EIS provide platforms for delivering Application Programming Interface (API) access to HMRC systems. We also provide artefacts and support for API consumers (software developers and other Government Departments) to build and manage authorised software that seamlessly integrates with HMRC digital services.

We use modern open-source products and work in an Agile way to deliver flexible, cost effective integration solutions.
Job description
As a Senior IT Service Manager in the Software Developer Support Team (SDST), you will lead a team of service managers and their teams of service analysts. Your team provides API delivery and support to API consumers (external software developers, other government departments, etc.), helping them to develop and manage their software to exchange data with a growing portfolio of HMRC APIs.

As the successful candidate, you will have a track record of leading teams, or leading others. You will use your own initiative to resolve issues and make fact-based decisions that will impact on service management and wider teams. You will have a reputation for achieving the highest performance standards.

Specific responsibilities will include:

• Leading and line managing staff in your team;
• Setting strategic goals and direction to Service Managers to ensure consistent and high-quality delivery and operational expertise is provided to API consumers;
• Working with internal business and policy colleagues to ensure that the user needs of our consumers are met and that:
- changes to APIs or new APIs are managed well and developers are aware of our plans and requirements;
- policy proposals/initiative are impacted from the developer’s perspective as well as HMRCs; and
- the software developer community understand how to integrate their software and have all the technical guidance needed to do so;
• Working with Producer Teams, business areas and internal customers to ensure APIs are delivered well;
• Ensuring relevant and clear technical documentation and support models are in place, so that timely support for API consumers is delivered;
• Leading internal and external conversations where software developer and representative bodies encounter problems, providing both direction and solutions to issues; and
• Championing and mentoring colleagues.

Responsibilities Essential Criteria:
The successful candidate will need to demonstrate practical knowledge and experience in the following:

• Service Management – managing support of services through the management of a team or by influencing others to deliver within or outside of a team;
• Relationship management – engaging and influencing internal and external stakeholders to support delivery; and
• Business Analysis – investigating problems with and opportunities in existing processes, collecting information and recommending change.

Desirable Criteria:
Ideally, the successful candidate will also demonstrate knowledge and experience in the following:

• HMRC tax regimes e.g. Self-Assessment, PAYE, Corporation Tax, etc. and
• Supporting APIs, XML and/or JSON-based products.
